My 99 chevy cavalier after starting and idling upon initial take off wants to slug down when i give it gas then it picks up. Is it the fuel filter?

SOUNDS PRETTY GOOD TO ME! ALSO CHECK THE FUEL PRESSURE...WHEN YOU REPLACE THE FUEL FILTER BUY A BOTTLE OF (zmax fuel treatment and add it to1/3 TANK OF GAS)
