High and erratic idle plus air hissing from brake pedal

I'm having a problem with my 2004 2.0L jetta.
When the engine is warm the rpms bounce up and
down from 850 to 3000 with the a.c. off. With the
a.c. on it bounces from 850 to 2200. I also hear a
constant hiss of air from the brake pedal

sounds like you have a vacuum leak , it could be causing all that other fuss , see if you hear the hiss from under the hood by the master cylinder

Check the hose going to the brake booster. You definitely have a vacuum leak, that is the hiss sound. If you hear it around the brake pedal area, that means it has something to do with your brake booster, either the booster itself has gone out (possible) or the hose going to the booster is cracked or fell off.
