Is there a "left top actuator" does it really cost $500 and will it fix my convertible top and stop that horrible whining noise that comes when I press the excellerator.

It sounds like you are talking about two separate issues; the convertible top and an engine noise. Is that right?

the top will not function. The mechanic says that the computer tells him that the "actuator" is broken on the convertible top and the noise is a "warning" telling me something is wrong. Not engine noise. It sounds like the noise the car makes if you leave the lights on after you turn the car off, it just lasts until the car shifts twice.

Yes that is a waring for the top. As far as price that could be right depending on what the problem is. If it is actuator problems that sounds about right.
