runs ok above 1700rpm, new fuel filter no change,no vacume leaks help

A known common problem with these is the throttle position sensor. you can try cleaning it, and/or taking a voltage reading (should be a smooth and consistant 5-0v throughout the range, I believe?) but more than likely with a car that old, you may just have to replace it.
