I have a 97 Chevy Blazer will start if I spray starting fluid in the carburetor will run until it burns off is the fuel pump bad?

Most likely. You can test for fuel pressure at the shredder valve on the back of the intake

Check to see if the carburetor float is working. If the reservoir has gas in it and the float is on top of the gas, it should not have any issues starting. When did you last rebuild or have the carb cleaned? You may have plugged jets that will not put enough gas in the intake to start it. You also could have a clogged fuel line filter. Is the intake filter clean? Something is preventing gas from entering the combustion chambers. If you have never rebuilt the carb or changed the filter/s, that may help and give you more power and better gas mileage.
