You most likely have a bad water temp sensor (or bad connection to the sensor).

Back track the wires from the fan plug. One will go to the ac switch, and one goes to the temp sensor. Usually the water temp sensor is located on the radiator or thermostat housing.

You may even want to think about changing your radiator cap. The car could boil over and never get hot enough to trip the fan switch if the cap is faulty.
