I inherited my Outback wagon, 2006, with 20,00 miles on it. No maintenance
was ever done to speak of. Do I have to change the timing belt and
accessories now or can I wait , til when?

More importantly is it an interference motor , if the belt goes on them there can be internal damage , but with only 20,000 miles I doubt it's time for a new belt
Inspect the belt using the inspection port on the timing belt cover. Look for cracks and missing teeth.
Timing belts are maintenance issues; they are not repairs.....do not put off the change of the belt otherwise you'll have a good deal of the engine and you'll likely think it's not worth it. Do it as soon as possible....and look at the water pump, thermostat and other critical parts that are now maybe 13 years old. Just because it has low mileage doesn't mean its been neglected...my impression is that someone who had this car never did anything.....and that is not a good thing....
