Bad ground? Follow wiring from compressor and make sure all body and engine grounds are metal clean and tight. Also is compressor locked up? Break a belt? Try turning the clutch by hand with car off. Bare wires touching something metal in or on car? (Insulation gone...been chewed?) Green crusties on any wires or at connections? Clean them up cut back to good wire. Corrosion Correct size fuse in slot? Do all this with the negative battery cable disconnected.
I would also say to check to make sure that replacement fuse is the correct amps
You probably will have to check under the fuse box also. Look for anywhere wires are close to a vibrating source that can wear the insulation off the wire creating a short.
How are the connections on the compressor? Are they in good shape visually? Have you load tested these wires? Is everything tight? Is the fuse in the box tight? Pin fittment in these fuse boxes is important.
