The Left turn signal causes the horn to go off. Not all the time but sometimes. If I reposition the steering wheel that makes it go off in certain positions as well.

The wires are touching in the column for the horn and turn signal.
So I'm going to have to take off the steering wheel. There is a grant steering wheel on there and the screws are stripped.
those star tipped ones, kinda like an allen wrech ones.
Buy an impact driver at your parts store. You can also buy the torx bits to fit the driver there. Some are odd size. Yours may be a t-27 and a t-25 fits but tries to round it out.
