My dad use to have this problem with his 97 k1500, they have "speed sensitive steering" and there is an "electronic variable orifice" that screws into the pump where the high pressure line screws into. then the line screws into the EVO. it is not all that noticeable. Unplug the electric plug to the EVO, the part the high pressure line plugs into in the pump. Simply leave it unplugged and see if that fixes your problem. This will just leave the orifice wide open and basically eliminates the speed sensitive steering which you cant even tell they have. Sometimes the orifice gets plugged with dirt / debris especially if the power steering fluid was never changed like it is supposed to be.
