07 Camry 2azfe ac still performing poorly and Intermittent erratic idle

The ac system overhauled with new
compressor, condenser, expansion
valve, orings and service valves at
235k bc compressor seized up.  Ac
system (lines and evap) flushed With
ac specific solvent and compressed
air.  added 6oz pag 46 to new denso
compressor charged with 1.2pounds.  
Ac performs poorly at idle though both
radiator fans operating.  At freeway
speeds it is 50F from center vent
outside temp 99F.  Idle speed is too
low and erratic occurring
intermittently. When this happens ac is
warm.  Idle usually levels out and
steadies at 700 after extended driving
And ac gives 25-30 degree drop from
center vent.  but if engine is shut off
then back on its back to fluctuating
rythmically between 400 and 600,
occasionally as low as 250 and ac is
warm.  Smooths out given throttle.  
Idle may level out after a couple
minutes or persist and shake the car
at each stop.  There are no DTCs.  Idle
is also erratic and low intermittently
without AC on it is just not as severe.
