2004 Jag x type radiator cooling fan stopped working. how does one check the Cooling
Fan motor relay to determine if it's not working? please advise. can the relay be tested?
Engine light not on. it's hot here, 108 -112 degrees plus this week.

Can be ohmed,but the best way is to swap it out with another one,that is all ready in your fuse panel,if fan cuts on it will be bad.

tst is right, just swap it. but you can also unplug the fan and run jumper wires to the battery to see if the fan even works. if not then its the fan, if so, could be the relay, the coolant temp sensor or even the pcm.
IT COULD BE UR ECT SENSOR OR CYLINDER HEAD TEMP SENSOR CAUSING IT NOT TO WORK ALSO DEPENDING ON UR VIN NUMBER IT COULD BE DEFECTIVE AS THERE WAS A RECALL ON THE RELAY CHECK RECALLS FIRST TO SEE IF YOURS WAS RECALLED

Check if your battery water level is okay or change your battery. I recently had the same issue of he cooling fan not working & my Jag X 2002 would over heat during slow driving. The fuse was fine but the fan wasn't working. Prior to that my car battery would die in the morning and had to jump start. I checked my battery and noticed the battery water was too low. I filled it up, jump started the car and took it for a test drive. When it had reached normal operating temperature suddenly the cooling fan came on. My explanation; the car ECU disables the cooling fan when the battery is bad to avoid the battery getting drained by the fan running when you turn off ignition (which is what normally happens). It makes sense I think. My advice change your battery and see what happens.
