When my headlight dial is turned to 0 (zero) the low beam headlights stay on.  My understanding was that it should be just the running lights without the low beams.  In each position on the dial the low beam and running lights are the same.  The light on the dash indicating low beams are on has stayed there during each of the three light options which makes no sense.  Recently changed headlight bulb, headlight module and fuse box and was programmed at SAAB dealer.  Shouldn't the car be able to operated without low beams on?

They are not low-beam headlights, but are DRL daytime Running Lights. From that page: "The parking lights and daytime running lights come on automatically when the ignition switch is in the ON position." See that page in your owners manual, or if you don't have it you can download it from link below. It explains it all. No, the car will always have DRL's. Can't be turned off. Page 97 Instruments and controls Switches O position The parking lights and daytime running lights come on automatically when the ignition switch is in the ON position. High beam can not be activated in this position but headlight flasher can. Headlights ON Low beam headlights are turned on when the ignition switch is turned to ON and turned off when the switch is turned back to LOCK
