2007 Cobalt LS Lockout

Yesterday I broke my blinker indicator stalk. I didn't
think it was a big deal. But when I went to start my
car later it wouldn't turn over and the indicator is a
blinking padlock. I have tried a factory reset but I
don't have a transponder key or a scan tool so I'm
not sure it would even work like that. I have also
disconnected the battery for a few hours before
reconnecting it and it still does the same thing.
Help!

The indicator stalk is still attached it's just broken toward the steering column. Looks like just damage to plastic so I don't know if that has anything to do with it. I'm not an expert.
