I was thinking the blower motor resistor, they can cause all kinds of problems, but your blower motor still operates correctly. Sorry, not sure on this one. There is a AC relay you might check on.

Tony, My car just starting doing the same thing. Did you ever find a solution?

On my 2002 Focus ZTS it did exactly that: AC light on only on lowest speed, AC light went off on 2,3,4 (but fan worked at all speeds). Replacing the blower resistor fixed it, so it's not just a fix for those where blower only works on 4, it also fixes this AC issue. Quick and easy replace, pop glove box open and undo one connector and one screw, resistor is about $15.

I can confirm that the blower resistor fixed this. I had the same problem on a 2001 Ford Focus ZX3.

Same problem in a 2007 focus ZX3. Blower motor resistor module replacement fixed it.

I have a 2004 Focus. The ac works fine for weeks, then goes through a cycle when the compressor won't come on. When I turn off the engine, the green ac light glows on the ac switch.
