i replaced the headlights fuses also headlight and fog light switch when i pull the lever back the high beams turn on but thats it

Sounds like a short is causing this. Have it diagnosed by a mechanic. If you replaced headlight bulbs, headlamp switch, and fog light switch, you should have cured the problem. Not sure if your headlamp switch is located on the dash or column, but there may be a separate high-beam switch located near the steering column down below that could be causing your issue.
