is the eng racing or do you hear the fan on the ft. of engine?
When I start the car the engine noise volume goes up and the rpms rise above "1 1/2" and stay that way for about 30-45 seconds before returning to normal at " 1 " rpm.

the pcm controls rpm, have you cleaner the throttle body? There is the possibility that there is carbon build up on throttle plate and the idle speed motor. When I do a cleaning, I remove the idle control motor and wash the plunger and the area in throttle body where it goes. What eng. does yours have? The fan on ft. of eng. may be cause of noise as well. open hood and start eng. and see if fan roars, then quietens down. This is pretty much normal. Is ck eng light on? Hope this helps....
