10 mpg for a truck is actually really average in city speeds. most trucks get 12city/18hwy, so youre not too far off the mark. Keep in mind, thats an average, so half of the data collected is BELOW 12mpg. youre probably in the lower percentile. you can get additives for your fuel that can improve mpg. you can also get a new computer chip put in (aftermarket).
My daily commute to work is really short, about 1.5 miles. I am assuming that since it takes more gas to start the truck than typical driving, i am losing a bunch of gas by starting and driving only 1.5 miles then shutting it off, twice a day. Would you agree?
Short trips will use a lot of fuel as the engine will not reach optimum operating temperature. I'm sure that on longer trips you'd get a lot more MPG. In my Range I get average 15mpg but on short trips and on a cold engine it drops to 10
not knowing the rest of your driving habits, it is hard to give you a lot of advice but if you aren't taking the truck out on the weekends and driving at highway speeds you are fouling the injectors etc. as your engine never has a chance to warm up. additives and a chip won't do anything to improve your mileage in that case. a hemi is a high performance engine and as such has to be driven at it's optimum revs.
These guys are right on the money. Also with those short trips you need to change the oil very often to keep the water from sludging up that engine. Another option is to drive it about a hundred miles straight once a week or so to heat the oil enough to boil off that moisture created by a cold running engine. If your oil cap has light tan stuff on it, that's water in the oil.

You didn't mention what region you live in . So if your in Michigan as I am and you've been using your auto-start to warm your vehicle in the morning think about averaging in "0" mpgs. In my 2004 Hemi Ram I Avg. 12.9 city. Your air intake filter should be checked , cleaned or replaced as necessary as well.
