Soft pedal after brake job

I replaced rotors, calipers, and pads on all corners. Have bleed the brakes 6 or
7 times and the pedal is still soft going to the floor. The pedal gets pressure
after 3 or 4 pumps and will hold it until pedal is released. Could this be my
master cylinder?

Possibly undo the 2 bolts that hold the Master cylinder on see if it's leaking behind it
