Tommyboy4201 is correct if the dampness tastes like antifreeze. Otherwise it is condensation (water) from the A/C not draining to the ground outside under the passenger side firewall. That drain can become clogged with leaves and debris that travels down from the vents under the windshield. From underneath you can poke around with a piece of wire and a garden hose to unclog it.
