will a bad fuel sending unit keep my truck from cranking over?

I have a spartan tuner on a 08 f250 6.4 diesel. It was running ok, and I just loaded a new
tune. was running ok, but fuel gauge quit, when you turn on the key the needle pegs
below E. Now it wont turn over, any help will be greatly appreciated.

Fuel problem will make it not start. But it should still crank.
