Lo beams won't work

Hi beams work and  blinkers work. I changed the fuses to no avail. Someone told me it could be a relay, but I cant locate the headlamp relay in the fuse box.

Both low beam bulbs may just be burnt out remove low beam bulb from socket and use a test light to see if it has power going to it if so replace low beam bulbs.
