Check to see if your water pump is turning and moving water thru the system, You could be low on fluid check the over flow container if low fill to the proper level. Are you cooling fans coming on when you reach operating temperature? thermostat may not be opening. Here are the thing to look for and a good starting point...
You should relax and not worry about it. That is a pretty normal operating range for that engine. Having said that, check to make sure your coolant level is correct as joemom said and let it idle for 10 or 15 minutes with the hood closed and the heater turned off. The engine should heat up enough to start the electric cooling fans. Sounds to me like your car is just fine.
If it is trending consistently this way, and goes down when it reaches a certain temp, it's likely fine. I have a 2008 Cobalt as well, bought the car in early July. I asked the dealer to check it, as I was concerned when it would go up to about 217 when stopped for a couple of minutes. They said all was fine, that it was normal. Once it reaches about 217, it quickly drops back down to about 199-201, lower if I start driving at higher speeds.. Highway driving it usually stays in the 189-194 range.
