Not sure what the issue is but if there is no oil on your oil filler cap it is probably because there is a baffle.
Just to be sure I understand your question, you are asking about the fill tube and cap? Not the oil filter, the can like part under the engine?.......... Check the oil amount, using the oil dip stick. If low or empty replace the oil.
