All bulbs are working break lights blinkers but running lights won’t work on
passenger side rear

Do the front passenger side park lamps work? If so, it isn't a fuse, maybe wiring circuit problem to the rear? There is a left and right park lamp fuse, even the rear tail lamps can be called park lamps. At the rear, brown wire is voltage for that lamp, black wire is ground, check them both. You can use a test light to check voltage and ground.
