2009 malibu idles between 400rpm to 1000rpm when gas pedal is not being pressed down.

My 2009 chevy malibu idle fluctuates between 400
rpm to 1000 rpm when car is in park, or at any
stop. When going down highway runs perfect!  Has
new throttle body

did a vacuum test... no leaks... i get a p0171 code.. bank 1 too lean. Replaced fuel pump, 02 sensor, throttle body, maf sensor. Map sensor and still no luck
