Is this a broken or busted steering column?

Question type: General

My SUV was stolen over the weekend and i
recovered it. Is this what you call a broken or
busted steering column or is it just the plastic
piece taken off?

The column is the steel shaft itself, they peeled the cover to expose the ignition. Wotta bunch of aholes.
