Car sputtering going uphill

I have a 2009 nissan altima 2.5 when I go up hill or let off
acceleration and step back on the car sputters and shakes.
It loses alot of power. When I go over 40 it goes away. I
changed the spark plugs a month ago. The check engine
light came on and it was coil 3. Changed that. It went away.
One month goes by and it blows another spark plug. I see
oil on the spark plug. What could make the spark plugs foul
so fast. And why is my car sputtering under 40. I put
injector cleaner. Idk what's wrong with it.
