Replaced the water pump and the next day the rack and pinion was leaking. Is this coincidence or not

Generally speaking, it is a coincidence. Highly unlikely the water pump replacement has anything to do with the rack and pinion steering as the two are unrelated and relatively speaking, are not close to each other.
