The buyer and seller agree on a price. That's all. Another thing to factor in is that the RAV-4 is a very "in-demand" and popular SUV, especially when you also consider that Toyota dropped the V6 option altogether on the newly redesigned model. Dealers know they can charge a premium $$ and get away with it...This is the main reason that I didn't get a RAV-4 when I purchased an SUV a few months ago. (Also...didn't like the spare tire and cover on the trunk door as well as the fact that the trunk opens from left to right instead of upward like most other SUV's).
