If a CarGurus Great Deal price on a 2010 Toyota RAV4 v6 Limited vehicle is $23,000. What would be an example of a negotiated price that one should actually pay for the vehicle from a dealership? And how much should the dealer fees add up to for an end total price?

The buyer and seller agree on a price. That's all. Call it anything you want but that's the bottom line. --- The buyer always wants a lower number and now salespeople are adding fees and services that muddy the waters and add to their profit. --- Check out this page from Edmunds.com. Another thing to factor in is that the RAV-4 is a very "in-demand" and popular SUV, especially when you also consider that Toyota dropped the V6 option altogether on the newly redesigned model. Dealers know they can charge a premium $$ and get away with it...This is the main reason that I didn't get a RAV-4 when I purchased an SUV a few months ago. (Also...didn't like the spare tire and cover on the trunk door as well as the fact that the trunk opens from left to right instead of upward like most other SUV's).
