You don't mention if the turn signals don't flash, or don't engage. If they don't flash, you will need to find the blinker relay, which is typically located about 1/2 way up the steering column, coming in from where it exits the car near the gas pedal. You may need to remove a knee bolster panel (the trim under the steering wheel area that covers the column) to access it. Attached to the column with a wire clip, the blinker relay is usually round and will be obvious when you see it. If the signals don't engage at all, you may have a bad switch, which requires some disassembly of the steering column to fix. That would be a question for a Haynes manual. You could also post over at www.cadillaclasalleclub.org for any Cadillac-related questions you may have. Great bunch of guys and a wealth of info on the marque.
