I have a 2011 Nissian frontier SV and I am only getting 10.5 MPG. It says i should be getting about 23 mpg o highway. Is there something I can do to make the MPG higher

This could be a number of issues, plug and wires,air filter,or you may have a fuel leak,meaning intake gasket or inline.

If the engine light is on go have it scanned,may help you figure out the issue.

if there was a leak is it always visible or sometimes not. Also recently the air filter was changed

May not be visible,could be leaking while driving only,but if it is you should smell fuel,
