Bottom pulley wont turn

I have 2012 ford focus, the surpentine belt
broke without warning, the belt wrapped
around the bottom pulley so tight we had to
cut it off. My question is what does the
bottom pulley go to and is it suppose to turn
freely? If it doesn't turn freely what is it im
suppose to replace?

That's why it wrapped around crank pulley, when it broke the engine still running grabbed it and wound it like a string. Make sure all pulleys are in line with each other, each rib on belt fits nice in grooves and has proper tension..... and nothing is frozen up, a 3 year old car the belt should have lasted longer.
