Ac compressor clutch not spinning

If the compressor clutch is not
engaging when the ac is on, can the
low pressure port still intake the
refrigerant?

Unlikely, unless there was no freon at all in the system. Would not attempt to add freon without putting a set of gauges on the high and low sides Last thing you want to do is have too much in the system. Check your fuses, perhaps one or more needs replacement. If that checks out it could be a worn clutch, leak in system (such as a hose) or a sensor fault. Good Luck!

Brian is right and to overcome this problem I will take a hair dryer and carefully warm the can of 134a so it's pressure overcomes the pressure of the system enough to push the vapor into the low side line. Soon there will be enough pressure to trip the low side switch, and the compressor will come on if nothing else is wrong.
