Cylinder Head Flooded with Oil

3.3L engine gets annual oil changes, but upon removing oil filler cap, I see the cylinder head is flooded with oil.  Can't even see any rockers.  It runs just fine, no oil pressure issues.  Oil level is low, but visible on dipstick.  I don't want to add any oil to the crankcase in case the flood breaks and overfills.

Suggestions appreciated.  I've treated engine with "Sea Foam" (including flooded valve cover) but no draining yet.
