Is the fans coming on ? If fans are working you my have a clog or blockage in your cooling system try flushing with Super Radiator And Cooling System Flush.
Nope fans arwnt coming on. I wonder if something happened when they changed out radiator. One came on but barely. Now it's making a nosie. I think sounds like tire rod but husband as maybe roter

I know for sure you need the fan that is barely moving replaced the other fan you may want to test to make sure power is going to it. If so that fan needs to be replaced also.

And it was nothing you did to cause this problem sounds like it was the problem from the beginning.

You need a test light. Directions on package but simply clip end of test light onto a ground touch test light to positive battery terminal to make sure it is working then turn on A.C and touch one of the wires going to the fan then touch the other wire if both wires lights up power is going to fan.

You can also test for power by running a wire from the positive battery post to one of the two wires going to to the fan. Do not actually connect wire to fan wire just touch end of wire to one of the connections going to fan. If it does not come on you have a bad fan that needs to be replaced.

If you do the wire test A.C does not have to be on for fan to work because you are getting constant power from battery.
