why are the tail lights on my 1985 Thunderbird not working and the brake lights and all of the lights do?

Wrong bulbs, blown fuse, cut/damaged wires, Headlight Switch - it will take some investigating.

Are the dash and front parking lamps working? If so, there is a chance it is the connector in the trunk, just outboard of the trunk hinge. It may well have come unplugged.
