where is the wiper governor located on a 1987 thunderbird? and what does it look like?

it's part of the wiper motor assembly. Looks like a wiper motor. Governer stops the thing from turnin too fast.
ok i guess i have the part name wrong. whats happening is the wipers wont reset to the down position when turned off. Its not the motor or the switch. sometimes they go up or to the center of the windshield when turned off
the regulator...what does it look like?

well, the wiper motor goes at a set speed, you like to have three speed, so the way to reduce the speed is this little goody that goes beween the motor and the camswitch/wiper arms archetecture. Doesn't look like much, just the thing between that allows your wipers to go at Slow, Med, and Fast- no mysteries...right there- bout the size of a tin of copenhagen....as part of the wiper assembly~

sounds like the cherryswitch at the end of the stroke ain't doin' it's job. Just switch out the wipermotor assembly with another-
when i turn them off they go back up. im reading that the regulator controls this

yes. the wiper regulator. Sounds like the 'stop point' needs to be parked on the end. perhaps a simple setscrew adjusment. The fact you have changed the motor assembly already leads me to believe that the unit is not getting good data. Got to be a mechanism that has lost it's position as if someone grabbed you wiper and tried to hold up the show, while the motor kept turning. look at it carefully and find this mechanism's adjuustment points-
