I have a 2013 Tundra. When I am pulling my 8000lb camper and my engine exceeds 3100 rpms my cruise control kicks off, is that normal

It is normal. Most trucks will do this. If the PCM sees higher than expected rpm for Longer than it thinks is reasonable. It will shut off the cruise control thinking there is some sort of mechanical malfunction. It's a safety feature.
