When driving my transmission shifts constantly up
and down on the highway also when starting out it
sounds like it's in a high gear. On the highway I
took my od off and it ran fine until I put it back on.if
my od is off I still have the same problem starting  
out

possible internal problem with transmission Dodge trucks that era were known for issues.

The biggest issue with the Dodge transmission in the 1990 to 1992 model years was the shift modulator, od solenoid, governor pressure sensor and governor pressure solenoid. Any one of these can impair the normal shifting of the transmission.

Sorry, forgot to say that before you start judging your truck too harsh, just take a look at the odometer; after 180,000 miles parts that are at "work" constantly start wearing, such as in the transmission.
