okay, this thing has a stove kit, diverter, heat riser and thermal choke with butterfly on the carb...what is happening is that the heat riser (thermal spring) is broke or missing so the butterfly choke goes willy-nilly....forcing the rich condition which snuffs out proper combustion~....another thought is that it is the EGR valve full of carbon deposits and introducing exhaust gas to bring down combustion temperature when it is not supposed to be doin' that then...opens on deceleration and when is needed to "cool the show"~ well it's coolin' the show when is not supposed to....check the EGR~....a final thought is the ignition relay-- https://www.google.com/#psj=1&q=86+chevy+caprice+ignition+relay what is wrong isn't with the relay...it's the voltage drop from your corroded GROUND connection....Break out a coarse wirebrush and clean the 1/0 battery cable connection to the frame and the lug too so that a semiconductor layer of corrosion isn't holdin' up the show~
