Perhaps a line is plugged up with rust or the flex hose has collapsed.
If you have a new master cylinder, it needs to be bench bled to get the air out before installation.
If you ran your master cylinder out of brake fluid from pumping on the brakes because of a leak, then it would need to be bench bled also.
No fluid coming out when I pump the brakes with bleeder open
