the fan does not blow for heat or air conditioner and now the windsheild cleaner won't spray

Not sure if this will help, but if your Heater blower works only on high and nothing in low settings, then its most likely the Blower motor resistor (Cheap item to replace, $20 to $30). If nothing at all, then perhaps its the whole motor itself is shot or may have a bad wiring. either way have it checked out.
As for the wind shield washer spray. Get a can of air or if you got an air hose, blow air back into the line from the hood sprayer. Do both of them. Also get an old tooth brush and scrub the little holes clean and blow them out. Under the hood if accessable unpug the line and blow everything out and make sure it is clear and unpugged. hook all lines back up and try your windshield washer again. Make sure your washer fluid is topped up of course after blowing out the lines. If this doesn't work, then it is something else like a blown windshield washer pump motor. Again have it checked.
