2008 ford crown victoria, transmission having a problem engaging in Drive from a stop, no problem leaving in first or 2nd gear.

Also the RPM's go crazy around 40 to 50 and sometimes the car will lurch
and hiccup even going between 25 and 40.  I took it to two transmission
shops and they said there are no codes and the trans is fine and not slipping.  
Yet it will not engage from a stop.  The wrench code comes on and off, my
scanner won't show the wrench code data though.  I put lucas trans fix in
there.  The fluid is not burned or low.  Any help would be appreciated.
