I have never understood why people buy used police vehicles. They are some of the most abused vehicles on the road. Sounds like your transmission may be gone. Have you check the transmission fluid level? Is the fluid still a nice reddish pink or is it burnt and brown?

Take it to a tranny shop and get it on a diagnostic stand.
