are the headlights adjustable

we find the headlights to be too low and it casts a line halfway up so that we can not see the oncomingg cars clearly

they said that they could only adjust them 4 inches . not enough , still a problem seeing at night

I have a van that is set up with a handicap ramp. To offset the additional rear weight, springs were replaced and the headlights shine very low. Any ideas? Maybe shim the lower headlight bolt?
