Blocked EVAP vent.. and if you mean gauge, often ground. http://www.chevytrucks.org/tech/gasgauge.htm also http://www.chevyclassicsclub.com/the-gm-fuel-gauge-mystery-1965-newer/ ..says GM used the same gauge for 40 years
