I have a 96 gmc jimmy 4x4 my four wheel drive won't engage and I found a vacuum line hanging by the transfer case with a plug in it were does that line go

That line with a plug is a vent, just hangs there, and most of the time there is a actuator on the front axle housing that runs electrically that could be bad, to lock in the 4-wheel drive.

The 4x4 system on these works via vacuum and an electric shift motor on the transfer case. There is a vacuum switch on the transfer case that has 3 lines going to it. One is supply, one is vent and one goes to the front axle actuator. Yes the front axle actuator is vacuum, not electric. The only way to tell is to trace the line and see where it goes.
