When you refer to a Fair Price goal for a
new vehicle. Is that starting goal before
taxes, fees and rebates? Or the best price
after rebates and discount plus tax & fees?

Well i would always aim lower for even new or used cars never pay full price private sells probably wont get a deal but dealers will always go lower but if they dont then go somewhere else :)
