I have something hanging in front of my front passenger side tire in the footwell area

I know nothing about cars and the fact it appears to be a part of the car hanging and dragging on the street is worrying

sounds like a plastic shield for the wheel well or the engine splash pan,you could use zip-ties to get it up out of the way.

Yes,It's the inner wheel well liner like I said,you can just cut off whatever is touching the tire with a scissors,make sure it's not loose,they are not that hard to replace if you want to.
